Overview
Panama (PA) lies in Central America and connects North and South America, with coasts on both the Pacific and the Caribbean. A presidential republic with a US-dollar-based economy, it is primarily a services and logistics economy. Its centrepiece is the Panama Canal, which links the Atlantic and Pacific and handles around five percent of world trade. Imports and exports are processed by the National Customs Authority (ANA) and the digital customs system SIGA; the import tax ITBMS is 7 percent (10 percent on alcohol and accommodation, 15 percent on tobacco). The container ports of Balboa on the Pacific and Cristobal and the Manzanillo International Terminal on the Atlantic are among the busiest in Latin America. The Colon Free Zone is the largest free-trade zone in the Americas and a re-export hub for the entire region. Tocumen Airport (PTY) is a leading air-cargo and passenger hub. The national currency, the balboa, is pegged 1:1 to the US dollar. This combination makes Panama one of the most important transit and transshipment markets in the Western Hemisphere.

Die ITBMS (Impuesto de Transferencia de Bienes Muebles y Servicios) ist Panamas Mehrwertsteuer und beträgt im Normalsatz 7 Prozent. Auf Alkohol und Beherbergung gelten 10 Prozent, auf Tabakwaren 15 Prozent. Grundnahrungsmittel, Medikamente und Exporte sind befreit.
Zuständig ist die Autoridad Nacional de Aduanas (ANA). Ein- und Ausfuhren werden elektronisch über das System SIGA (Sistema Integrado de Gestión Aduanera) angemeldet. Der nationale Zolltarif lässt sich über das Online-Tarif-Tool der ANA abfragen.
Üblich sind Handelsrechnung, Packliste, ein Transportdokument (Bill of Lading oder Luftfrachtbrief) und die elektronische Einfuhranmeldung in SIGA. Bei Präferenzabkommen kommt ein Ursprungsnachweis hinzu, für bestimmte Waren auch Gesundheits- oder Phytosanitär-Permits.
Panama hat unter anderem Abkommen mit den USA (Tratado de Promoción Comercial), der EU (Assoziierungsabkommen Zentralamerika-EU seit 2013), der EFTA, Kanada, Chile, Peru, Singapur und Mexiko. Die Ursprungsregeln und Nachweise richten sich nach dem jeweiligen Abkommen.
Der Panamakanal verbindet Atlantik und Pazifik und wickelt rund fünf Prozent des Welthandels ab. 2026 verkehren wieder rund 38 Schiffe pro Tag. In Trockenjahren können niedrige Pegel im Gatunsee zu Tiefgangsbeschränkungen führen, die die Ladekapazität begrenzen.
Die Zona Libre de Colón an der Atlantikseite ist die grösste Freihandelszone Amerikas und die zweitgrösste der Welt. Rund 2'500 Unternehmen importieren und re-exportieren von dort Waren nach Lateinamerika und in die Karibik, ohne lokale Einfuhrabgaben auf Transitware.
Offizielle Währung ist der Balboa (PAB), der 1:1 an den US-Dollar gekoppelt ist. Im Alltag und im Handel wird überwiegend der US-Dollar als gesetzliches Zahlungsmittel verwendet; Devisenkontrollen bestehen nicht.
