Definition & Explanation

Re-export is the export of previously imported goods to a third country without substantial processing or manufacturing having taken place. The defining customs criterion is the absence of substantial transformation: the goods retain their original origin status throughout. Where significant processing does occur, the transaction qualifies as export following inward processing—a fundamentally different customs procedure. In practice, traders commonly store re-exported goods in bonded or customs warehouses and sell them on to buyers in other markets without any production step; clean documentary separation of the import and export transactions is essential to support duty drawback claims or customs suspension arrangements. Export control regulations of the country of origin—such as EU dual-use rules—remain binding even when goods are re-exported via third countries and may require additional export licences. Not to be confused with transit, where goods merely pass through a customs territory without entering free circulation.
