Overview
Hungary (HU) is a landlocked country in Central Europe and, as an EU, customs-union and Schengen member, a transit and manufacturing hub (automotive/battery) between Western and Eastern Europe. Customs clearance runs electronically through the National Tax and Customs Administration (NAV) under the Union Customs Code, exports via AES; import VAT (ÁFA) is 27 percent — the highest rate in the EU (reduced 18/5). Key gateways are Budapest cargo airport (BUD), increasingly Debrecen (DEB), the Danube ports of Csepel, Baja and Győr-Gönyű, and the access seaports Rijeka, Koper, Constanța and Trieste. Main corridors are the M1 towards Vienna, the M5 towards Serbia and the M0 ring around Budapest, plus the Rhine-Danube and Orient/East-Med rail freight corridors. Note the weekend and holiday driving bans for trucks over 7.5 t and the distance-based HU-GO toll from 3.5 t. Main exports are vehicles and parts, machinery, electronics and batteries; top partners are Germany, Romania and Slovakia.

Ja. Ungarn ist seit 2004 EU-Mitglied und gehört zur EU-Zollunion, zum Binnenmarkt und zum Schengen-Raum. Warenverkehr mit anderen EU-Staaten ist zollfrei; Zoll fällt nur bei Ein- und Ausfuhr mit Drittländern an.
Der Normalsatz beträgt 27 Prozent und ist damit der höchste in der EU. Daneben gelten ermässigte Sätze von 18 und 5 Prozent (u.a. bestimmte Lebensmittel, Bücher, Medikamente). Erhoben wird die Steuer von der NAV.
Zuständig ist die Nationale Steuer- und Zollverwaltung NAV (Nemzeti Adó- és Vámhivatal). Sie wickelt Einfuhr, Ausfuhr und Verbrauchsteuern ab und betreibt die elektronischen Zollsysteme nach dem Unionszollkodex.
Ausfuhren werden elektronisch über das Automated Export System (AES) der NAV nach dem Unionszollkodex angemeldet. Die AES-Kernfunktionen sind EU-weit seit Dezember 2023 verpflichtend.
Ungarn hat keine eigenen Seehäfen und nutzt Zugangshäfen wie Rijeka (HR), Koper (SI), Constanța (RO), Triest (IT) und Hamburg (DE). Für die Binnenschifffahrt dienen die Donauhäfen Csepel (Budapest), Baja, Győr-Gönyű, Dunaújváros und Mohács.
Wichtigster Cargo-Flughafen ist Budapest Ferenc Liszt International (BUD) mit direkten Frachtverbindungen unter anderem nach Asien. Debrecen (DEB) gewinnt durch die Industrieansiedlungen im Osten an Bedeutung.
Exportstark sind Fahrzeuge und Kfz-Teile, Maschinen, Elektronik und Pharmazeutika. Zunehmend wichtig sind Batterien und EV-Komponenten. Importiert werden vor allem Energie, Rohstoffe, Maschinen und Konsumgüter.
Ungarn liegt an den paneuropäischen Korridoren IV und V sowie an den Rail Freight Corridors Rhein-Donau und Orient/Östliches Mittelmeer. Wichtige Autobahnen sind M1 (Richtung Wien), M5 (Richtung Serbien) und M7 (Richtung Kroatien).
