The fourth quarter of 2027 is reserved for closing and clean-up work only. Existing data will not be migrated from e-dec to Passar.
Passar is the digital goods movement system of the Swiss Federal Office for Customs and Border Security (FOCBS/BAZG). Export and transit already run via Passar; e-dec Import remains available in parallel until 30 Sept 2027. The key point: the last import customs declaration in e-dec Import is possible on 30 Sept 2027 — after that, import runs via Passar. The import switch is binding and cannot be postponed. Passar gradually replaces E-dec and NCTS. Here you find all three phases at a glance – with status, deadlines and important milestones.

Passar 2.0 import is rolled out in four build stages. Only build stage 3 fully replaces e-dec — and from then on the switch is binding for all business partners.
Declar is a free BAZG web application in the ePortal. It does not initially create the customs declaration, but the transport declaration at border crossing — used together with Passar and the Activ App.

The BAZG launched the pilot of the "Certificat" web application in March 2026. Exporters can now create EUR.1 certificates of origin fully digitally and have them automatically validated — no counter visit, no paper.
Register in ePortal with GP role "Freight"
The prerequisite is registration in the BAZG ePortal with the business partner role "Freight". Only then is the "Certificat" tile visible in ePortal (will be activated for all after the pilot).
Enter EUR.1 in "Certificat"
Enter the EUR.1 as a "Draft" in the Certificat tool: goods data, destination country (only PEM countries in phase 1, ~80% of volume), origin information. Forwarders can act on behalf of the exporter with power of attorney.
Automatic endorsement upon export activation
As soon as the export is activated in Passar, the EUR.1 automatically receives stamp + signature in field 11 — status changes from "Draft" to "Final" (valid). No counter visit needed.
Recipient receives the endorsed EUR.1
The exporter sends the endorsed EUR.1 to the foreign recipient (e.g. as PDF by email). The foreign customs authority can verify authenticity via QR code or deeplink — the data in the system is authoritative.
For Passar 2.0 (import), all parties — importer, forwarder, customs agent — must be registered in the BAZG ePortal and have the appropriate business partner roles (GP roles). Since September 2025, AGOV is recommended as the login method.

Create user account (AGOV)
Create an account at eportal.admin.ch. Existing CH-LOGIN accounts can be migrated to AGOV. AGOV is the new standard login method of the Swiss federal administration.
Register business partner (Connex)
Search for "Connex" in the ePortal and add your company (incl. UID/BUR number) as a BAZG business partner. A verification letter is sent automatically (approx. 2–3 working days) containing the onboarding code.
Request GP roles
Select the correct roles: "Declarant" for forwarders/customs agents, "Freight" for carriers and EUR.1 creators (Certificat), "Usage obligation" for importers with customs reliefs (mandatory from Nov. 2026, also in e-dec).
Set up B2B connection & Activ App
Set up a B2B connection via BAZG interface for technical integration. Customs software providers integrate Passar into their systems. The Activ App (activ.admin.ch) is mandatory for automated border crossing with Passar 2.0 import.
With Passar 2.0, the existing ZAZ account (customs clearing house) is replaced by the Business Partner ID (GP-ID). At the same time, BAZG introduces a new traffic light system for debtor status — visible in the financial portal "Finanzas".
ZAZ account → GP-ID
There is now only one GP-ID per business partner (instead of multiple ZAZ accounts). The business relationship with BAZG will be managed via this GP-ID going forward. Existing ZAZ collateral is assigned to the GP-ID.
Debtor status Green — normal processing
Green status: imports can continue to be processed on account with payment term. Companies with a registered office in Switzerland or Liechtenstein generally do not need to provide collateral (unless elevated risk).
Debtor status Red — immediate payment
Red status: overdue receivables or missing/insufficient collateral. In this case, imports are only possible against immediate payment at the customs office. Existing open receivables are also taken into account.
Risk-based collateral
Business partners without a registered office in Switzerland/Liechtenstein must provide collateral due to limited legal enforcement options abroad. Not to be confused with gVV guarantees for international transit ("Garanzia").
From 1 September 2026 the new financial portal "Finanzas" is planned. It shows the debtor status (traffic-light system) and helps avoid a red status or return to green.

Imports can be processed on account with payment term as before.
Status Red
Imports are only possible against immediate payment at the customs office — with reasons and steps to return to green.

During the parallel phase, document retrieval depends on the system in which the declaration was created.

Here is how an import customs declaration works in Passar 2.0 — for forwarders, customs agents and importers with direct connection. All parties must be registered in ePortal in advance.
Create goods declaration (WA) in advance
The forwarder/declarant creates the import goods declaration in the system (up to 30 days in advance). The importer must have a GP-ID and the required GP roles in ePortal — otherwise they cannot be selected as invoice recipient.
Transport declaration before border arrival
A transport declaration is created before border arrival and linked to the goods declaration. This is a prerequisite for automated activation. Without a transport declaration, no automated border crossing is possible.
Automated activation via Activ App (mandatory)
The driver activates at the border via the Activ App (Remote Loading or DTS Scan). BAZG counter services are not available with Passar 2.0. Activation is the legally binding moment of the goods declaration.
Selection: "released" or "inspection"
Passar has only two selection results — no more distinction between formal and material inspection as in e-dec. With "released", the assessment decision is issued immediately digitally.
Assessment decision immediately digital
The customs assessment + VAT assessment are provided in a single document digitally — directly after release or after completion of inspection. Collection via "Chartera Output" in ePortal or via B2B interface. Invoicing: 2× per week (Mon & Thu).

Important to understand: Declar is not new customs software, but a free BAZG web application in the ePortal for the transport declaration at border crossing. Declar does not initially create the actual customs declaration — it references Passar goods declarations, links them to the transport and generates the Digital Transport Slip (DTS) for the Activ App. Only from 2027 will Declar also enable simple import and export goods declarations, becoming the long-term successor to e-dec Web. The actual customs clearance remains in Passar or in commercial customs software for now.

What is Passar and who operates it?
Passar is the new digital goods movement system of the Federal Office for Customs and Border Security (FOCBS/BAZG). It gradually replaces E-dec and NCTS. Passar 1.0 (export/transit) is complete, Passar 2.0 (import) starts with a pilot after Easter 2026.
When does the Passar 2.0 import pilot start and where?
First pilot runs are planned after Easter 2026 (April) — initially at Basel Weil Motorway (BWA) and Chiasso Brogeda Merci, plus the domicile process (Authorized Consignee ZE). Scaling to additional border crossings from May 2026. Registration: dazit@bazg.admin.ch
What changes with Passar 2.0 for importers?
Importers must have a GP-ID in ePortal — without it, they cannot be selected by forwarders/customs agents as invoice recipient. The ZAZ account is replaced by GP-ID. A new debtor status (Green/Red) appears in the "Finanzas" financial portal. Assessment decisions (customs + VAT in one document) are issued immediately digitally.
What is the digital EUR.1 ("Certificat") and how does it work?
BAZG launched the pilot of the "Certificat" web application in March 2026. Exporters can create EUR.1 certificates of origin digitally and have them automatically endorsed — no counter visit needed. Requirement: GP role "Freight" in ePortal. Starting with PEM countries (~80% of volume). Productive release for all: target April 2026 (after Easter). Fallback: paper solution remains available.
What happens to my ZAZ account?
The ZAZ account is replaced by the GP-ID (Business Partner ID). The ZAZ account remains active as long as imports are filed via e-dec (parallel operation). After definitive migration to Passar 2.0, existing ZAZ collateral is returned on a risk basis. BAZG will communicate the exact process in due course.
Is the Activ App really mandatory for Passar 2.0?
Yes. Automated activation via the Activ App (activ.admin.ch) is mandatory for Passar 2.0 import — there are no more BAZG counter services. BAZG strongly recommends using the Activ App for all transport modes by end of May 2026.
What is the new usage obligation from November 2026?
From 01.11.2026, a new GP role "Usage obligation" applies to all companies importing goods with customs reliefs depending on intended use. This role must be applied for once at BAZG and then applies to all relevant goods. Important: also mandatory in e-dec from November 2026! Existing usage obligations (D-123) lose their validity.
