What is Declar?
Background, context and classification of Declar in the Swiss customs landscape.
Declar is the new, free BAZG web application in the ePortal. The BAZG refers to it as the successor to e-dec Web. In its current stage (as of June 2026, pilot phase), however, Declar only creates a transport declaration and links it to an existing Passar goods declaration. Goods declarations for import (planned Q1 2027) and export (planned Q3 2027) are to follow later; the last e-dec Web declaration is planned for 30 Sep 2027. Can I still use E-dec Web (import) today?
E-dec Import can still be used until 30 September 2027 — in parallel operation with Passar 2.0. Important: E-dec Export was already deactivated on 31 December 2025. Since 1 January 2026, all exports must be processed via Passar.
Is there a fixed start date for Passar 2.0 (import)?
Yes: Passar 2.0 (import) starts with a pilot phase from Q2 2026. The parallel operation with E-dec Import runs until 30 September 2027. The last E-dec Import declaration is scheduled for 30 September 2027.
