Antwerp is the EU's second largest container port and Belgium's main customs gateway. The PLDA system of customs authority ADDA, Procedure 42 for EU onward deliveries, fiscal representation for non-EU companies and Belgian VAT deferral (ET 14.000) make Belgium a strategically important import location.

Belgium's PLDA system is technically mature for large import volumes. Procedure 42 enables EU-wide distribution without immediate VAT payment in BE. ET 14.000 (Deferred VAT) as alternative to Dutch Art. 23. Many international companies choose Antwerp as EU entry point alongside Rotterdam.

Important: proof required (CMR, commercial invoice, destination country VAT number). P42 abuse: high fines, so careful documentation required.
Non-EU companies: fiscal representative via SPF Finance. ET 14.000: Belgium's VAT deferral authorisation (similar to Dutch Art. 23 but less extensive). Conditions: Belgian BTW number and approved account. VAT shifted to periodic return (monthly/quarterly). P42 + fiscal representative + ET 14.000 combination = optimum for non-EU importers.
Bonded warehouse: goods under customs supervision, no duties until withdrawal. Antwerp offers over 500 customs warehouses for all product groups. Combination with P42 and ET 14.000 possible. AEO benefits in BE: fewer checks, priority, guarantee waiver. AEO status valid EU-wide, including for Antwerp customs operations.
How the EU reform changes customs operations in Antwerp.
Since July 2026: all e-commerce shipments from third countries must be declared to customs (no €150 duty relief; transitional €3 flat duty per tariff line). For Belgium: significantly higher H7 declaration volume for small shipments. PLDA/ADDA face higher load. Antwerp as important e-commerce gateway affected.
Online marketplaces (Amazon, Temu etc.) become responsible as deemed importers for BE import declarations. They must either register directly in PLDA or engage Belgian fiscal representatives/customs agents. Belgian ADDA is developing onboarding process for large platform importers.
As an EU member, Belgium has applied the EU-wide €3 flat duty per tariff line since 1 Jul 2026 (transitional until 1 Jul 2028). No own national small parcel tax like Italy or France.
