Passar 2.0 (import) is the expansion stage of the Swiss goods traffic system Passar (BAZG) covering the import domain and replacing the legacy system e-dec Import. The rollout is gradual: the first two expansion steps (import standard) have been available since the second quarter of 2026 for pilot use – initially for domicile processes of authorised consignees (ZE) and single border crossings; scaling to further border crossings follows as economic demand arises. Until broad productive release, all other companies continue to use e-dec Import; an independent switch is not yet possible and is coordinated with the BAZG and the software provider. The last import customs declaration in e-dec Import is possible on 30 September 2027 (parallel phase), after which all imports run via Passar; e-dec data is not migrated automatically. Important for professionals (freight forwarders, hauliers, importers): Passar 2.0 only works with automated activation in all modes of transport – goods declarations become legally binding only upon activation, and the driver activates them on arrival at the border via the mobile Activ App. A prerequisite is registration in the BAZG ePortal with the business-partner roles «Fracht» (freight) and «Transport». The ZAZ account is replaced by the Business Partner ID (GP-ID); during the parallel phase the ZAZ account remains necessary as long as imports are declared in e-dec. With the new debtor status (Debitorenstatus), the general requirement to provide securities can be waived. Not to be confused with Passar 1.0 (transit and export).
