In the Swiss Passar goods-traffic system operated by the BAZG, activation is the moment at which an electronic goods declaration takes effect at the border crossing and becomes binding for customs treatment. Put simply: only once it is activated does the goods declaration count as lodged. At that point the BAZG runs the automated risk analysis (selection) and immediately reports back whether the consignment is released ("free") or held for inspection ("blocked"). For professionals (freight forwarders, carriers, customs agents) the rule is: every goods declaration must be linked to a transport declaration before the border crossing, otherwise it cannot be activated. For export and transit, activation is normally automated via the BAZG's mobile Activ App – the driver creates a transport declaration by scanning the MRN barcode of the goods declaration, and the app also acts as the signal transmitter that activates the declaration automatically on reaching the border.
