In the Swiss Passar goods traffic system, the transport declaration is the digital registration of the transport that links one or more goods declarations to the specific vehicle or means of transport. In plain terms: the goods declaration states WHAT is imported or exported, the transport declaration states WITH WHAT and WHEN the goods cross the border. For professionals (forwarders, hauliers, drivers): the transport declaration contains the transport type, the identification of the means of transport and the number(s) of the associated goods declaration(s) (MRN or GDRN). It can be entered up to 30 days before the border crossing but must exist at the latest before the crossing. The transport declaration alone does not trigger assessment: activation at the border additionally requires a signal that the means of transport has actually arrived — automated via the Activ App (geofencing) or manually (e.g. via "Remote Loading" or a DTS scan). It is entered and transmitted via the Activ App or the Declar web application; the Digital Transport Slip (DTS) serves as proof to be carried. Distinction: not to be confused with the goods declaration (the actual customs declaration) or the assessment decision (eVV). Part of the digital transport process around Passar, BAZG and DaziT.
