Unlike pre-border activation, which covers advance preparation, activation at the border is the operational moment at which the competent customs authority formally releases a shipment for crossing at the border crossing point itself. At this juncture, any remaining control procedures – physical inspection, final document review, or risk-based clearance – are simultaneously triggered, and the relevant IT systems record the authorized crossing. The freight forwarder, customs officer, and driver receive the clearance signal in sync, at which point the shipment is both legally and logistically authorized for cross-border transport. Depending on the trade route, applicable agreement, and outcome of prior checks, this step may take only a few minutes or, where issues are identified, several hours.
