Selection is the step in Passar, the Swiss goods traffic system of the BAZG (Federal Office for Customs and Border Security), in which the system decides on a risk basis – after a goods declaration has been activated – whether a consignment is released without further checks or held back ("blocked") for a control. For forwarders, customs agents and authorised consignees: once the goods declaration has been activated (and thus becomes binding), it passes through selection. The former e-dec selection result with its fixed categories "free without", "free with" and "blocked" is replaced in Passar by a more differentiated, risk-based approach. On release, the declarant receives the goods without inspection; if blocked, the BAZG orders a control – either a formal documentary check or a physical inspection (examination) of the goods. Release only follows once the control has been completed positively. Not to be confused with activation (which precedes selection) or the assessment decision (which concludes the procedure).
