In the EU, this extension takes the form of the Combined Nomenclature (CN) code at eight digits, serving as the legally binding reference for all customs declarations within the EU customs territory. It determines the duty rate, applicable quotas, anti-dumping measures, and eligibility for preferential treatment. Freight forwarders and customs brokers must identify the correct number with care: misclassification exposes importers to post-clearance duty recovery, fines, and potential shipment delays. Other customs territories apply comparable HS extensions – the digit count varies by jurisdiction, for example ten digits under the US Harmonized Tariff Schedule (HTS).
