Importers bringing certain goods into a country must obtain an import license from the competent national authority before the shipment can proceed through customs. The license gives governments control over sensitive product categories—including foodstuffs, pharmaceuticals, chemicals, textiles subject to origin quotas, and dangerous goods—enforcing safety, health, and trade-policy requirements. Depending on the commodity, different agencies may be responsible; commonly requested supporting documents include the commercial invoice, packing list, certificate of origin, and technical data sheets. Processing times can run to several weeks, so applications should be submitted well ahead of the planned shipment date. Unlike the customs declaration filed at the border, an import license is a prior administrative authorization granted by a regulatory body.
