Electronic reporting requirements on the Rhine will be expanded effective December 1, 2026. This is indicated by the Swiss Rhine Ports. The basis for this is a regulation from the Central Commission for Navigation on the Rhine, or ZKR. The expansion will now cover additional long cargo vessels and vehicles with certain alternative energy sources.
Specifically, the ZKR identifies vessels over 86 meters in length with one or more cargo holds. The expansion additionally applies to propulsion or auxiliary systems powered by methanol, gaseous hydrogen, or batteries with a combined capacity exceeding 500 kilowatt-hours. A kilowatt-hour is a unit for stored energy. Not every small battery on board will trigger this new requirement.
Affected operators must complete their preparations by November 30. This includes appropriate reporting software and necessary access credentials. The ZKR cites as a possible example account registration with the Dutch waterway authority Rijkswaterstaat. The specific steps required in individual cases depend on the chosen solution.
For shippers and forwarding agents, this means above all: cargo information must reach the vessel operator in a timely and accurate manner. Those who wait until shortly before departure to compile missing data create unnecessary time pressure. Electronic reporting also does not automatically replace all other documents or agreements.
From a practical standpoint, testing before the deadline is recommended. Responsible employees should know who creates a report, who updates changes, and who can be reached in case of technical problems. A substitute contact should also be designated. These are simple organizational steps that are easier to implement before a loaded departure.
The notice does not mention a new general fee for shippers. The immediate effort lies in preparing the affected vessels and their reporting procedures. Whether a deployed vessel is covered can be verified using the ZKR documentation.
