Definition & Explanation
The electronic reporting obligation requires vessel operators or masters to submit voyage, cargo and vessel data digitally to the competent authority instead of reporting only verbally or on paper. On the Rhine, the Central Commission for the Navigation of the Rhine (CCNR/ZKR) sets its scope and extends it step by step to further vessel types, for example by length or propulsion energy source. Reporting runs through nationally designated bodies, on the Rhine among others through the Dutch waterway authority Rijkswaterstaat, and does not replace other documents or arrangements between the parties involved.
