As of July 2026 — Since 7 August 2025, nearly all goods imported from Japan into the United States are subject to a reciprocal baseline tariff of 15% (Executive Order 14345 of 4 September 2025, applied retroactively to 7 August 2025). It rests on the framework agreement between the United States and Japan announced on 22 July 2025. Unlike conventional tariff stacking, the rate is calculated on an "inclusive" basis: if the regular HTSUS Column 1 rate is below 15%, it is topped up to 15%; if it is 15% or higher, no additional duty applies. For automobiles and auto parts the Section 232 rate was cut from 25% to 15%; carve-outs exist for aerospace products, generic pharmaceuticals and natural resources not available in the US. In return, Japan pledged investments of up to USD 550 billion in the United States (first energy and critical-minerals projects from February 2026, initial tranche up to USD 36 billion). Under the memorandum of 4 September 2025, the funds are to flow before January 2029 into strategic sectors (including semiconductors, pharmaceuticals, critical minerals, shipbuilding, energy and AI); the financing remains disputed between the two sides. The reciprocal basis, originally resting on the IEEPA emergency statute, was struck down by the US Supreme Court on 20 February 2026 (Learning Resources, Inc. v. Trump); since 24 February 2026 the flat country rate has been carried by a temporary Section 122 surcharge (operatively 10%, expiring around 24 July 2026), while the contractually agreed 15% ceiling and the Section 232 auto reduction remain in force — so Japan's effective all-in rate stays at 15%. Not to be confused with the China tariffs or the flat reciprocal tariffs on other countries: Japan has its own contractually secured rate.
