When a freight forwarder files a transit declaration for a shipment departing Hamburg bound for Zürich, it acts as the NCTS departure declarant. This is the party that lodges the transit declaration at the office of departure within the New Computerized Transit System (NCTS), thereby opening the electronic procedure. The departure declarant is responsible for providing accurate and complete data on all goods items, accompanying documents, and guarantees. Any errors or omissions are the declarant's liability, not the customs office's. Distinct from the principal, who carries overall responsibility for the transit movement, the departure declarant may be a different party, such as an appointed customs agent. In Switzerland the declaration is lodged through the BAZG system Passar under the common transit procedure (CTC) or national transit procedure.
