Definition & Explanation
A naval blockade is a military measure by which a party to a conflict seeks to prevent shipping from entering or leaving specific coasts or ports of an adversary. Under international law a blockade must be declared, effectively enforced and applied without discrimination; in practice, mere threats against merchant vessels already have an impact, because shipping lines avoid the affected waters and war risk insurance becomes more expensive. For ocean freight, a blockade means longer transit times through rerouting, higher freight rates through a war risk surcharge, and uncertainty over lead times and onward connections. Blockades at a chokepoint such as the Strait of Hormuz or Bab al-Mandab are particularly critical because alternative routes can cost weeks. Forwarders should review force majeure clauses, insurance cover and alternative routings on affected trades. Not to be confused with an embargo, which is a state-imposed trade ban that is not necessarily enforced militarily at sea.
