As declarant of record, the importer owes applicable import duties and taxes, must ensure the accuracy of the customs declaration, and is accountable for compliance with all relevant regulations, licences, and import restrictions. A licensed customs broker routinely handles the procedural steps on the importer's behalf, but this does not transfer legal liability. The importer is not necessarily the same party as the consignee named on the bill of lading or airway bill: a trading intermediary may import goods in its own name before passing them on to the ultimate buyer.
