An import control permit is the official authorization to bring goods into a country while complying with all customs and import control regulations. The customs authority or competent import control body grants it after verifying that commodity classification, origin, customs value, and all required documents meet legal standards. In practice, importers need this permit especially for goods subject to import quotas, license requirements, security restrictions, or special health and environmental controls—such as textiles from quota-restricted countries, certain food products, or chemicals. Without valid authorization, goods are not released and remain in customs storage.
