ICS2 (Import Control System 2) is the EU's advance cargo information system for security in international goods transport. For goods brought into or through the EU, Northern Ireland, Norway or Switzerland, economic operators must submit safety and security data to ICS2 in an Entry Summary Declaration (ENS). On this basis, customs authorities carry out a pre-loading or pre-arrival safety and security risk analysis. In air cargo, a minimum data set must additionally be filed before loading. ICS2 covers air, maritime, road and rail transport as well as postal and express consignments. Not to be confused with the customs declaration: the ENS serves security purposes and does not replace the later declaration placing goods under a customs procedure.
