Export declaration

An export declaration is the legally binding statement filed by an exporter or their customs broker with the relevant customs authority, notifying the departure of goods from the customs territory and providing all required data. It records the commodity description and quantity, declared customs value, country of origin, destination country, and the identities of consignor and consignee. Customs use this information to assess whether export restrictions, licensing requirements, or embargo measures apply. Declarations are submitted electronically through national systems – such as CDS in the UK or AES in the United States – and the exit customs office confirms the physical departure of the goods. No shipment may lawfully leave the customs territory without an accepted export declaration. Not to be confused with the import declaration, which governs the entry of goods into a customs territory.
