Despite the "air base" label, Toksan near Tŏksan-dong is a Korean People's Army Air Force installation with no civilian scheduled or freight traffic. There is no commercial cargo terminal, bonded warehouse or forwarding service on site. For logistics professionals the field is effectively irrelevant: any international shipment to North Korea moves — within the narrow limits of UN sanctions — through Pyongyang Sunan (FNJ), the country's only cargo-capable airport. Situated near Hamhung, Toksan ties into the east-coast corridor, but its traffic remains strictly military and state-controlled.
