As of June 2026. When certifying USMCA origin for passenger vehicles and automotive parts, the Labor Value Content (LVC) rule applies as a distinct requirement alongside the Regional Value Content threshold. It stipulates that a minimum share of a vehicle's value must derive from labor performed in the United States, Mexico, or Canada at or above a defined wage level. Manufacturers and their suppliers must track and document qualifying wage expenditures across production stages and include this evidence in origin certifications presented at customs. The LVC differs fundamentally from the RVC: where RVC measures total regional value addition – materials, labor, and overhead combined – LVC isolates labor costs alone. Non-compliance results in loss of preferential tariff treatment and assessment of standard Most-Favoured-Nation duties. The rule has gained added importance because USMCA-compliant goods may be exempt from several Trump tariffs (including the IEEPA tariffs on Canada and Mexico); the USMCA is also undergoing its scheduled joint review in 2026.
