Importers, vehicle manufacturers, and customs specialists apply the RVC (Regional Value Content) requirement under the USMCA automotive rules of origin to determine whether a vehicle qualifies for preferential tariff treatment. RVC measures the proportion of total value addition – materials, labor, and overhead combined – that occurs within the United States, Mexico, or Canada; elevated thresholds apply to finished vehicles and core components. Parts sourced outside the USMCA zone reduce the RVC percentage and may cause a model to fall below the required threshold, triggering standard duty rates. Manufacturers calculate and document RVC per vehicle model and make these records available for origin certification and customs audits. Unlike the Labor Value Content rule, which isolates wage costs, RVC captures all forms of regional value addition.
