Suppliers selling goods to buyers in the United States, Canada, or Mexico issue a USMCA Supplier Declaration to confirm that their products meet the agreement's rules of origin. The declaration serves as the internal evidentiary basis on which a manufacturer or trader further down the supply chain can claim preferential tariff treatment from customs authorities at the port of entry. It typically documents the origin of materials used, the place of manufacture, and compliance with product-specific origin rules or regional value content thresholds. Without a valid declaration, the importer cannot apply reduced USMCA duty rates and risks additional assessments and penalties during a customs audit. Unlike a certificate of origin issued for the export transaction itself, a supplier declaration flows internally from a sub-supplier to the next party in the production chain.
