Transit agreements simplify the movement of goods across multiple borders by removing the need for full customs clearance at each crossing point. Instead, a single declaration at the country of departure – backed by an approved security deposit such as a bond or guarantee – suffices, and is only discharged upon arrival at the final destination. The TIR Convention is the most widely used multilateral instrument of this kind; within the EU, the Union transit procedure (T1/T2) serves the same purpose. These agreements rest on mutual recognition between the customs authorities involved and precisely define required documentation, applicable deadlines, and the conditions under which a security deposit is forfeited.
