Unlike market-injury trade remedies, the Section 232 aluminium tariffs rest solely on a national security rationale: Section 232 of the U.S. Trade Expansion Act of 1962 authorises the President to impose duties or import quotas where aluminium imports threaten domestic production capacity in a defence-relevant sector. The rate was raised from 10% to 25% on 10 February 2025 and has stood at 50% since 4 June 2025; imports from the United Kingdom are charged 25% under the U.S.-UK arrangement. All former country exemptions, absolute quotas, and tariff-rate quotas (TRQs) were revoked effective 12 March 2025. Since the 6 April 2026 overhaul (Proclamation 11021) the duty is assessed on the full customs value of the goods rather than only the aluminium content; the proclamation of 1 June 2026 (effective 8 June 2026, temporary through 31 December 2027) expanded a reduced 15% rate to further metal-intensive goods and lowered the threshold to qualify as "entirely" U.S. metal from 95% to 85%. Primary aluminium and semi-finished and derivative products across the value chain are in scope; certain derivative groups with high metal content may be subject to a reduced rate. Section 232 measures are routinely challenged as inconsistent with WTO obligations.
