During maritime import clearance, preferential origin verification is the customs procedure that determines whether goods qualify for reduced or zero duty rates under a trade agreement – such as a Free Trade Agreement (FTA), the Generalized System of Preferences (GSP), or a regional trade framework. The assessment relies on certificates of origin, supplier declarations, manufacturing records, and supply-chain documentation proving that goods were sufficiently processed or transformed in the beneficiary country. When eligibility is confirmed, the standard Most Favoured Nation (MFN) tariff rate is reduced or waived entirely; incomplete or missing proof results in the full MFN duty being applied. For freight forwarders and importers, this is a key compliance step: incorrect or unsubstantiated origin declarations can trigger retrospective duty demands, penalty tariffs, and clearance delays. Preferential origin verification should not be confused with the determination of non-preferential origin, which is used for import statistics, anti-dumping measures, or country-of-origin labelling.
