Parallel operation of e-dec is the transition phase in which Switzerland's former customs declaration system e-dec runs simultaneously with the new goods-traffic system Passar. For shippers and private individuals it means that, during the changeover, customs declarations can still be filed via e-dec for a given traffic direction until the relevant Passar procedure becomes binding. For professionals (freight forwarders, customs agents, declaration-software providers) the phase is the opportunity to validate data conversions, compare process flows and make sure no declarations are lost before the legacy system is switched off. In concrete terms: with Passar 1.0 the Federal Office for Customs and Border Security (FOCBS/BAZG) moved export and transit to Passar from March 2024. Import is migrating under Passar 2.0: pilot operation since March 2026 (initially at the Basel/Weil am Rhein motorway and Chiasso-Brogeda Merci crossings), nationwide rollout from June 2026. For imports – affecting around 27,000 companies according to the BAZG – the BAZG and the business community have explicitly agreed on a parallel phase. Under current planning, the last import customs declaration via e-dec or e-dec Web is possible on 30 September 2027; thereafter imports are processed only via Passar or the Declar web application. These roadmap dates are planning and may shift. Parallel operation increases migration safety but is resource-intensive, as declarations must temporarily be checked in both systems.
