NCTS (New Computerised Transit System) is the electronic IT system for handling transit procedures, allowing goods to move under customs supervision from an office of departure to an office of destination without import duties becoming payable at each border. In simple terms, NCTS is the system behind the "customs paper" that accompanies a consignment in transit. In Switzerland, NCTS is operated by the Federal Office for Customs and Border Security (BAZG) and is used mainly for the common transit procedure (gVV) and the national transit procedure (nTV). For professionals (forwarders, hauliers, customs agents): the holder of the procedure opens the movement, lodges a guarantee, and receives a Movement Reference Number (MRN); the procedure must be discharged at the office of destination within the time limit, otherwise duties are recovered and the guarantee is called. Switzerland is a contracting party to the Convention on a common transit procedure and thus part of the common transit area with the EU, the EFTA states and other countries; NCTS is continuously developed further (e.g. NCTS Phase 5). Not to be confused with Switzerland's Passar goods-traffic system (import/export), with e-dec, or with the assessment decision (eVV), which is only issued after a customs declaration as proof.
