Unlike the importer, an import duties guarantor is a third party – typically a bank or a specialist surety company – that stands as security to the customs authority for the importer's duty obligations. Should the importer fail to pay, the guarantor steps in and discharges the debt. The arrangement is formalised through a customs bond and is mandatory in a number of customs procedures, including temporary admission and customs warehousing. For smaller operators or businesses new to importing, the main practical benefit is the ability to release goods without tying up immediate cash: the guarantor absorbs the payment risk in exchange for a fee or collateral.
