The H7 customs declaration is a heavily reduced dataset for import consignments with an intrinsic value up to 150 euros, mandatory since the EU abolished the duty exemption for small parcels on July 1, 2026. It requires only the data needed for VAT collection, including a six-digit commodity code, and is usually processed via the IOSS scheme. During the transition, many IOSS shipments are charged a flat duty of 3 euros per item, pending the planned EU customs data hub expected around 2028.
