In transport operations, a shipment is sometimes diverted or rerouted shortly before it would cross a border—to a different route, alternative border post, or inspection facility. This happens to reduce customs risk, optimize security screening, avoid congested borders, or respond to official directives. A practical case: a customs broker observes queuing at the planned crossing and diverts the truck to a less-congested post instead. Within the EU, pre-border diversion is also a risk-based control tool—for example, to funnel suspicious shipments to specific inspection stations before clearing. Unlike routine route optimization, diversion here is driven by compliance or enforcement logic.
