All personnel involved must hold verifiable training and, where required, formal certification; packaging, marking, labelling, and accompanying documents must strictly conform to the substance's classification. Facilities must provide explosion-protected areas, controlled storage temperatures, segregation of incompatible materials, and on-site emergency response equipment.
