Unlike land transport hazmat regulations, the IMDG Code (International Maritime Dangerous Goods Code) applies exclusively to the carriage of dangerous goods by sea, making it the binding framework for any ocean shipment involving hazardous materials. It classifies substances into nine hazard classes – from Class 1 (explosives) to Class 9 (miscellaneous dangerous substances) – and prescribes mandatory packaging specifications, IMO danger labels, stowage and segregation rules, and documentation requirements for each class. Freight forwarders must prepare a compliant dangerous goods declaration before booking; carriers and terminal operators verify these documents before accepting the cargo. Breaches attract significant fines in most port states, can result in shipment refusal, and expose all parties to liability in the event of an incident. The Code is updated on a regular cycle by the IMO (International Maritime Organization) and is incorporated into national law in many countries through the SOLAS Convention.
