Who may classify air cargo as secure and release it for loading onto aircraft is strictly regulated: a Regulated Agent is a company approved by the national aviation authority – usually a freight forwarder or cargo handler – authorised to apply security controls to air cargo or to safeguard its secure status along the supply chain. In the EU, the legal basis is Regulation (EC) No 300/2008 together with Implementing Regulation (EU) 2015/1998; internationally, ICAO Annex 17 sets the framework. The Regulated Agent screens unsecured shipments, documents the secure supply chain and flags high risk cargo for enhanced controls. In the USA, the Certified Cargo Screening Program fulfils a comparable function. For air cargo security, the Regulated Agent is the central link between shipper and airline. Not to be confused with the Known Consignor, who may secure cargo at origin but does not screen third-party shipments.
