Definition & Explanation

Cross-border freight traffic is the movement of goods across a national frontier, including everything that happens at the border itself: export and import clearance, document checks, any change of gauge or vehicle, and the handover between the carriers on either side. In rail transport the border crossing is the decisive bottleneck of a corridor: differing track gauges, power systems, operating rules and customs procedures determine how many trains a day actually get through. Where authorities and railways align their procedures - joint inspections, advance cargo data, extended opening hours at the crossing point - throughput rises without a metre of new track. For freight forwarders the border is the leg of the schedule with the widest variance: this is where dwell time builds up and an otherwise predictable transit time falls apart. It should be distinguished from local border-region traffic, which means everyday exchange within a frontier area, and from transit, where goods pass through a country without being cleared for import.
