No. Although the Cocos (Keeling) Islands are an Australian external territory, they lie outside Australia's indirect tax zone. Australia's 10 percent GST is therefore not levied and the territory is treated as duty-free. Depending on the goods, Australian customs and excise charges and biosecurity fees may still apply on imports.
The Australian Border Force (ABF), part of Australia's Department of Home Affairs, is responsible. Clearance runs through the Integrated Cargo System (ICS). Civil administration of the territory rests with the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts.
Imports from the Australian mainland are duty-free regardless of quantity. Goods originating in the external territories receive preferential duty under the Customs Act 1901 (sections 153H/153Q). Australian tariff rates apply to goods from third countries.
Very strict. The Cocos (Keeling) Islands are a designated biosecurity first point of entry; the Department of Agriculture, Fisheries and Forestry (DAFF) controls food, plants, animals and soil. A biosecurity declaration and, where applicable, permits are required on import.
Sea freight is transferred by lighter at the sheltered Port Refuge anchorage; there is no deep-water harbour. Air freight goes via Cocos (Keeling) Islands Airport (CCK / YPCC) on West Island. Supply vessels operate from Fremantle in Western Australia.
Sea freight runs from Fremantle in Western Australia roughly every four to six weeks, supplemented by regular air freight via Perth. Because of the isolation and long lead times, supply is heavily schedule- and weather-dependent.
Australian law applies: sanctions under the Autonomous Sanctions Act 2011 and the Charter of the United Nations Act, plus export controls on military and dual-use goods under the Defence Trade Controls Act 2012. These are administered by DFAT and the Australian Sanctions Office.
