France introduces mandatory ELO logistics document
As of January 2026, a new digital logistics document will be mandatory for transit traffic between the United Kingdom and the EU via France. The so-called ELO logistics cover consolidates security-related and customs information into a central dataset. Without this pre-registration, vehicles will not gain access to certain ferry terminals and port facilities.
The system integrates ENS data as well as the respective MRN of the transit procedure. The aim is continuous risk analysis before arrival at the border. Authorities can review shipments in advance and select them if necessary. For carriers, this means a clear tightening of compliance requirements.
This particularly affects roll-on/roll-off traffic via the ports of Calais and Dunkirk, as well as transit flows towards Benelux and Germany. Multimodal shipments handled via Le Havre must also be correctly documented in the system. Driver and freight information will be digitally linked, which increases transparency but also exposes potential sources of error.
Forwarders must adjust their customs handling and IT interfaces. Missing or incorrect ENS data may lead to rejection at the terminal. In practice, this poses risks of idle times, additional processing costs, and contractual penalties along the supply chain.
Industry representatives see the ELO system as another step towards the complete digitalization of border processes after Brexit. At the same time, the administrative burden increases, especially for smaller market players without their own customs department.
