For drivers and transport companies, more uniformity would be fundamentally sensible. Currently, a violation of driving times, speed, weight, or parking rules can vary greatly in cost depending on the country.
The EU has already established common rules for controls, serious violations, and cross-border exchange of fines. However, the level of penalties is still determined by individual states.
