Unlike the general rules of origin in a free trade agreement, the USMCA ROO Annexes establish product-specific criteria that determine whether goods qualify as originating from the United States, Mexico, or Canada and are therefore eligible for preferential tariffs under the United States-Mexico-Canada Agreement.
