Before transport can commence, all accompanying documents must be cleared—a control procedure that freight forwarders and customs services perform. Transport document control verifies waybills, shipping advices, and customs declarations for completeness and accuracy, cross-checks them against purchase contracts and packing lists, and authorizes shipment only when everything complies with legal and contractual requirements. Defective or incomplete documents are identified before loading and can still be corrected.
