A metric describing how densely traffic regulations are applied in a given area. It is measured as the number of regulatory elements (signs, signals, prohibitions, time-based restrictions) per unit of road length or area, used to assess regulatory complexity, enforcement feasibility, and planning implications of the traffic regime.
