Unlike general compliance reviews, EU sanctions screening targets the specific lists maintained by the European Union identifying individuals, entities, vessels, and jurisdictions with whom certain transactions are prohibited. Freight forwarders, shippers, banks, and customs agents are required to check business partners, payment recipients, consignees, and destination regions against these lists prior to every transaction. Because the lists are updated frequently – sometimes at very short notice in response to geopolitical events – manual checks are impractical, and automated screening software is effectively the industry standard. Violations can result in substantial fines, revocation of operating licences, and criminal liability. The EU's consolidated list of sanctioned parties is accessible through the Financial Sanctions Database (FSDB).
