Once a company is enrolled in the REX scheme (Registered Exporter), it may apply the origin statement directly to the commercial invoice – without requiring a certificate of origin issued by a chamber of commerce or customs authority. REX is a self-certification system: registration with the competent customs authority typically requires reliable accounting records and sound business conduct. The registered exporter assumes full responsibility for the accuracy of origin declarations, while customs audits remain possible at any time. The scheme noticeably speeds up export processing compared to traditional certificate-based procedures and applies under, among others, the EU's Generalised Scheme of Preferences and RCEP. It should not be confused with the status of approved exporter, which involves a separate customs authorisation procedure.
