Before a shipment of dual-use goods, defense equipment, or controlled software leaves the country, one document must be in place: the export control authorization. This government-issued permit is required to export goods, technologies, or services that fall under national or international export control regulations. The competent authority—SECO in Switzerland, BAFA in Germany—assesses the end user, stated purpose, and any applicable sanctions or embargoes on the destination country.
