When a shipment crosses the border and customs officers have reason to doubt the declared origin, an external origin verification is initiated. Customs authorities or accredited third-party bodies request certificates of origin, supplier declarations, manufacturing evidence, or establishment certificates and assess them against the applicable rules of origin. Such a check can significantly delay clearance, require additional documentation, or result in tariff reclassification at higher duty rates. Unlike an internal origin check carried out by the company itself, external verification is an official, binding process with potential legal consequences. Its primary functions are to protect trade preferences and to counter origin fraud and circumvention.
