Before goods may leave the country of export, they must pass through the export declaration process. The exporter or their customs representative compiles all relevant data—commodity description, quantity, HS code, customs value, and origin—and submits the export declaration electronically to the competent customs authority. Customs performs both formal and substantive checks; physical inspection may be ordered for high-risk goods or suspected export violations. Only after customs release may the shipment depart. The exit customs office subsequently confirms the physical departure of the goods, which serves as proof for VAT exemption on export transactions.
