Definition & Explanation

Exporting goods from the EU legally – and securing VAT exemption on the supply – requires an EU customs export declaration. The exporter or their freight forwarder submits it to the supervising customs office; it covers the commodity description, HS code, gross weight, destination country, and any required export licences for dual-use or controlled items. Once approved, the Export Accompanying Document (EAD) is issued with a Movement Reference Number (MRN) that travels with the shipment to the exit point of the EU customs territory. The data collected feeds into EU external trade statistics. Unlike import declarations, export declarations do not typically trigger duties – but they carry the same legal force, and a missing or incorrect filing can result in penalties or the loss of VAT exemption.
